With the redeployment, Owino is set to serve under former traffic commandant Charlton Murithi.

Owino was appointed police spokesman in 2015 to replace Gatiri Mboroki, who had been in office for one year.

Before his appointment, he worked as the officer in charge of security at Kisumu county government.

In February, the senior police officer revealed he would retire from service in December to vie for Siaya gubernatorial seat.

He warned Siaya senator James Orengo rumoured to be eyeing the seat and other political opponents who have expressed interest in the top county job to prepare for a tough contest.

"I know the seat will attract many contestants including Senator James Orengo and I hope he and other potential contenders are much prepared for the race or else they will be disappointed at the ballot box," Owino said.
